When in life do you actually say, "Father/Mother, look at that!" opposed to, "Dad/Mom, look at that!"?

I think Father and Mother (like Otousan and Okasan) are used to address parents' you don't spend enough time with.

And Dad and Mom (like Papa and Mama) are used to address your parents' that you are close to.
