the Melee metagame has survived for as long as it has because there are no broken characters. Melee isn't a very well-balanced game because the top tier demonstrably crushes lower tiers, but no, Fox, Marth and Sheik don't ruin the game for everyone else.

objectively speaking marth, sheik and fox have broken qualities about them, and the only reason they're not considered broken is because they all have broken things on each other. compared to the rest of the cast, though, it's ridiculously broken.

we haven't even gotten to falco. if you don't think something like an invincible move that covers the area around you -- that is also the fastest move in the game -- and inevitably leads to a combo isn't broken, you need to stop lying to yourself.
