It's not a glitch. It's on every game. You can't fill up the evade meter bar so forth as the cooldown bar because you have to wait for the girl to call you. She tells you the bridge is open and it is the only way you can escape. So do you get me

Ummm... that's not a bug. The final pursuit is developed that way so you can't avoid. This video is pretty much confirming my point regarding that you simply CAN'T finish before the 5 minute mark.

Also, the presence of that 3rd party vinyl on your car confirms that your using some add-on for the game. Who knows what else that add-on is allowing you to do? It just makes me skeptical.
