@ooPhoenix84oo Tuvok left Starfleet because of what happened on the Excelsior (Sulu's actions were at odds with his Vulcan logic and duty as an officer) although he made to decision to re-join Starfleet decades later. I think Tuvok explains this to Janeway in the same Voyager episode. This would certainly explain why Tuvok is only a lieutenant commander 80 years later due to his being absent from Starfleet for such a long time.

Yes. This scene in Tuvok's past takes place at the same time as Star Trek VI: The Undiscovered Country.

What's funny is that at the end of that movie, Sulu and his crew salute to Kirk on the viewscreen. Yet, no Tuvok. One's gotta wonder where Tuvok was during that.
