Instead he went on as a social program proponent and had little interest in the space program beyond its 'slogan' value for months into his term, until he was convinced of its political expediency and made his 1961 'Special Message" speech.

ie. Kennedy was a POLITICIAN. His interest was political and his speech was driven by politics.

@BunkLite he actually wanted to go to Mars, but MIT professor (later deputy NASA administrator) Robert Seamans had to convince him it wasn't possible, but flights to the Moon would be.

@RonFella He reportedly wants to cancel Ares I, the planned crew launch vehicle for Orion, and plans to ask NASA to build a heavy-launch vehicle for Orion instead (think Saturn V, but bigger), but changes will need congressional approval. He has already approved a $1 bn increase in NASA's budget.
