Civ4 is the best 4x period. Civ 3 is great but civ 4 is just better. Honorable mentions going to SMAC, galciv, master of orion 1+2 and master of magic - That game was awesome.

only if you play on n00bish difficulty settings( noble and below)
on higher settings it's actually quite intense, and anything but boring
