i mean if by center city you mean the UAB Southside area sure i can believe that. the new apartment and lofts that have been recently constructed will be attracting people to move but not to the point of having "bustling city residents" i admire your point of view but i won't call it excatly realistic as of now. Birmingham has great culture and diversity but i don't think it will be bustling in 10 years

When I was a kid, I visited my granparents in Birmingham. It was the summer of 1971. My father graduated from Parker High class of 1954.
