You can shield your self from radiation with the proper material or building the base underground. I would guess the human body would still take damage though compared to Earth. To some point its the same problem they have with a moon base. One thing is just being there for a short while, another is living there. Thats why they want to build a Moon base in a crater far underground as natural shielding from the sun.
