For me the lines disappeared after moving to a different house. I think something was wrong with the power cables or sockets or some sort of interferrence.
@atomdragon4 I just fixed this issue. My customers computer was doing the same thing. Turns out it was his power cable and the power strip that he was using.
Go and buy a new power cable ( 1-2 dollars at any computer shop) and try that into a new receptacle in the wall somewhere else. Let me know if this fixes it. Good luck
@chris111690 Thanks for the advise, but I tried a new power cable which didn't work, tried using a different outlet in the house that also didn't work. I've noticed it only appears when the backlight of the TV is set to low, but when the backlight is full blast it's not visible. maybe just a bad quality tv...Samsung =/ hm...

@agustin98k yes i have the same problem at first i thought it was my card i sent it back 3 times and brought a diffrent one this is the fourth time its happening , i tried a diffrent system and it does the same thing but it had the same powersupply , it happens on a few games and that, so if u find whats the problem lets me know :D
@Theblackanpink sorry mate, i couldn't solve the problem, i tried everything, an other PSU, HDD, GPU (HD4800 series), i moved into a brand new platform, but nothing, those lines are getting worse when the framerates are really high, for example in non demanding games (100-150fps) or in the menus (+1000fps), when i play crysis 1 (25-30fps) i can barely see them. I think is an external problem, nothing refered to the system, because when i move the PC to another room i can see an improvement.
@Theblackanpink I have the same problem, its fainter, less lines, faster rate (maybe not less lines but it looks to be going really fast so u can hardly see the lines in some cases) and only on the window that my game is played. When playing movies or doing anything other than gaming it's perfectly fine.
edit: I should also note I didn't have this problem until I upgraded my motherboard/processor. I was using, and still am, an Nvidia 450GTS graphics card and a 23 inch wide LCD screen.
@Cristi7613 It happened after I upgraded my system with a new motherboard, 8 GB Ram, and an intel i7 2600K CPU, so im not sure what caused it specifically <_<
@bowlinbob6 so it's gone now? or did you have to change some hardware too? And please tell me if when you upgraded you changed the power supply also. Thanks
@Cristi7613 It's still an issue I believe, although I don't notice it as much since I havent been playing the game I used to when I did notice it the most. And when I upgraded my system I did not upgrade the power supply, because a year prior to that I purchased a 750W. If you only changed the power supply when this started to happen for your system, I'd try moving some cables away from your gpu as much as possible. You might have some interference due to the cables, just a thought.
@HaveFallen check your native resolution and refresh rate- also check to make sure that there are no unshielded speakers/electronics next to TV, also switching to a digital shielded cable can fix this. also check your video card to make sure it is compatible with the monitor

You need one of two things:
A specialized camera designed to not do that with computer and tv screens
or
a screen recorder (there are plenty of free ones)

I had the same bars running through my screen (same make and model) and I changed the settings in the menu to memory and they cleared up instantly.
