I you can get a new but at the plastic surgeons of your really desperate but if you wanna buy a new spell the mages guild is the best place for them.

you can go to the mages' guilds in all the major cities and there will be people who sell spells there. there may also be mages shops in the cities (e.g A Warlock's Luck) where you can talk to people then buy spells.

since i like finish the game and shininggold look in the chest in the armory near the sheild and their should be the whole blade set if u looked then join the fort fargut near chedihall there should be a stump in the left of the fort and find a posion apple take all the regular food in a barrel or cabnet and put the posinous apple in the dining hall and if the blades eat they die so u can take them

In the next room there is a copy of all of the books except for the 4th... check the other guys...mabe you checked the wrong one...other than that I can't think of a reason...sorry =(
