What this phenomena is, is sunlight refracting off the ice crystals in the clouds, the exact same way the sunlight refracts off of raindrops to make a rainbow after it rains. the term for this is "Sun Dog". Serach it on google images, and you will see thousands of pictures of this from around the world. These are actually fairly more common than rainbows, believe it or not. This is similar to Circumzenithal arcs which actually looks like a rainbow that circles the sun (can be full or partial)

I have been interested in HAARP since the 1990s and i also believe there is a link between HAARP and that of a 'Super Flare' from the sun. I believe Super Flares have been blamed for side effects of when HAARP enters the calibration mode before a 'Super Test' is preformed.
