Yes, camera refresh rate. pretty slow on this home camera i'm afraid...

You get that with a lot of newer cameras. The exposure time of each frame is really, really short. Which results in propellers and such like looking like this.

Older cameras would have had longer exposures per frame so the propeller sort of became a blur once it was spun up.
