One way to do it is to go out and buy a cheap piece of plexiglass and mount it over your camera lense. Then, when you want the blood to "splat" on the lense, you flick a couple drops of fake blood at the plexiglass with a plastic spoon (be careful not to over shoot it and hit your camera). hope this helps.
