I think Dr. Doom, Venom, and Tommy Lee Jones' Two-Face were some of the worst villain portrayals just cause they were so off from the comic books and couldn't be taken seriously, but at least they're not as bad as Arnold's Mr. Freeze (who I'm glad is not in this). But I do like Jim Carrey as The Riddler and Willem Dafoe as the Green Goblin.
