1) None of us can really say which is better because they aren't out yet.

2) Guitar Hero was made before Rock Band HOWEVER It's not as if Rock Band copied Guitar Hero, that's just like saying "Brothers in Arms" copied "Call of Duty" NO.

3) I like both games, however I think Guitar Hero 4 will have the edge with the music creation mode.
