And not to mention the countless number of other victims he murdered w/o remorse...so I donno what you think constitutes as "evil" xD

Though initially Harley was created to put hte Joker in a more "relatable" setting to not make him seem so......"out-there" xD. And it worked out! Well you see that's the magic of his psychosis. You're not suppose ot never really know what ever happened to him that would make him go "insane". The chemical bath he feel into was the final straw that broke the camel's back but not the 100% reason why he resorted to his hedonistic life style. One of hte prime reasons why he has no solidified past - he often changes it and as he says himself "if I'm going to have a past, I perfer it to be multiple choice".
