This is true, but as I had mentioned before the only platforms which are really aimed at exclusive titles would be consoles such as the Wii, PS3, and Xbox 360. I will agree with your statement but I'm going to say that the PC is still garbage gamewise, it only has a limited selection of games, and also it takes the price if not more then one of these consoles just to let alone upgrade it. IE; RAM, Graphics Card, etc. Besides if you just stick to computer then you are just being narrow minded.

You can change some of the launch settings in Steam to make it run in Direct X 7 mode, that helps sometimes. I think you just add "-dxlevel 70" or something like that in the Launch Properties

The textures are not actually higher resolution, at least, I don't think. What happened is when valve changed the visual style, they changed what post processing effects were applied so they could get the desired look. With the post effects displayed here, textures are crisp and fully detailed, it also seems like the specular maps (they still use those, right?) are cranked.
