Basically it's an assumption with no factual evidence to back it up.

In this case Phoenix assumes that White was at the crime scene when the murder took place. He uses this as a "fact" to accuse White as the murderer.

This assumption (White=murderer) becomes a conjecture when Edgeworth points out that White could have been at the crime scene before the murder, because now Phoenix's earlier "evidence" to back his assumption becomes a mere possibility instead of the only true scenatio.

Baseless, however, means that the conjecture would be false, or that it's unproven, as there could've been other scenarios, like the one Edgeworth mentioned. In short, Edgeworth called it a mere hypothesis that has yet to be proven.
