He didn't want to be part of the Kyoto Protocol because he is not as big of an idiot as everyone thinks he is. Why in the hell would you sign something that doesn't favor you in the least? You know that compliance with it for the United States would be extremely difficult given how spread out the country is and if we missed the goal we would end up paying for it. You have to pay for surplus emissions if you don't make the benchmark and you know we aren't going to have no surplus.
