I found that it's actually easier to get all of the coins with the propeller hat. I just got the last coin in the whole game in this level (the third), and I got the other two coins in the level even easier than I did the first time through by using the propeller.

I almost got the last coin as the penguin, but I was terrible at timing the jump onto the frozen fuzzy. I got there with the propeller with the intent of using the penguin suit if I had failed, but the propeller hat came through.
