So here's the plan:
1. Remove states ability to regulate pre-existing conditions, and mandatory coverage. (And kill state tax revenue from businesses in their state)
2. Allow for minature coopts, with no leverage
3. Capping damages on malpractice lawsuits which does nothing to lower costs.

4. Pay tax dollars for private insurance companies to cover people. Even though we tried that with Medicare part D, and it failed.
