The two Presidents that go into the vault are Lyndon Baines Johnson and Richard Nixon. LBJ pooled social security, and Richard Nixon took us off of the Bretton Woods agreement in order to fund Vietnam. Both of them are shot first in this bank sequence. Jimmy Carter was at the front of the bank, and his administration dealt with high interest rates, mostly affecting the consumers. Although Johnny "doesn't get to be President," his role indicates that of Bush, the parallel being the CIA.

Utah is forced into a "Patty Hearst" video, as he is kidnapped in order to take part in a robbery. The S&L crisis was over, but the term "Government Seized Assets" was widely used due to the transfer of assets from the S&Ls to the Resolution Trust Corporation, so it was a Govt seizure of the assets of the banks to sell to public

@6arba9eman There are several more symbols in this movie. If you listen to Pappas' the ex presidents are surfers, its a reference to the velocity of money (which is an economic concept). They wear masks of the ex presidents, while robbing banks for pictures of the ex presidents (on the currency) "ghosts". Also, think of the movement of currency as its spent in the economy, and listen to Pappas' (Gary Busey's) speech again in the beginning of the movie.

@M1ckyCFC In all fairness, officers off duty are required to respond if they perceive during a violent armed confrontation that there is imminent harm to the innocent. The arguing between Johnny and the robbers? This officer in this movie (although fiction), might have perceived the situation might have become violent and involve innocent people getting hurt. He acted, he died. That's called bravery.
