This Publisher uses the word "broadcast" as a substitute for the word "transmit" to accurately convey his message to his target audience. The obvious target audience for this video are those outside of Amateur Radio, that he feels may not know what "transmit" means. He knows exactly what he is saying and who he is saying it to.
It's illegal for hams to "Broadcast" on the air other then short test transmissions with ID, wrong use of the word "Broadcast". Also don't be a Q code jerk, on SSB there's no need for Q codes. QRZ means "Who is calling me?" or "Are you calling me?" It makes no sense at all to call CQ and then say QRZ. If we have "Experts" at least let's offer correct information!
Actually, "to broadcast" can mean just to transmit any form of radio signal, which is 100% legal on the amateur radio frequencies (with a license of course). Therefore, the transmission (or broadcast) is not required to be a short test.
As for Q Codes: it is generally frowned upon outside of the CW modes (expecially by the CW operators), but it is widely used in other modes to shorten tranmission lengths.
QRZ does not have to be a question, it can also be a statment such as, "I am calling you". On the other hand, like you said, you don't use both of them at the same time.

BROADCASTING is violation of FCC rules for American Amateur Radio Operators.
FCC Part 97.3.a.10. (Broadcasting- Transmissions intended for reception by the general public, either direct or
relayed.)
If we corrected just 25% of the people for their mistakes and helped them improve their operations, we would certainly have a better hobby for it.
Go read part 97 once in a while and quit trying to defend technical and operational incompetence by N7QJM/LID.
