PVC above ground is majorly tacky and will quickly be ruined by UV radiation, copper or UV resistant plastic is a must. Oh, and nobody uses brass valves like that for a mainline shutoff anymore. Those old champion globe type valves are majorly old school and flawed, a ball valve will easily outlast a valve like that. And that valve box setup is messy.
@crashez21 It depends.... most places will do it for free. In VA (years ago) it was a call to 1-800-MISSUTILITY.. or maybe it was 1-MISSUTILITY. In VA, calling and having your yard mark removed the liability from you for an accidental cut (assuming you avoided the markings).
I'm in Florida now, not sure how they do it... but again I'm sure something is set up.

does the utility companies charge to send someone out to set up those flags to locate the underground pipes...? or is it free
