The march means to be "Soldierly". Ready for battle and war. Ohio State First, according to OSU libray made its first march of this song in October 24 1936.
The original version "Sambre et Meuse", slower, is a regimental march of the french army and this is at our marching pace 120 ppm for basic infantry and 140ppm for the Chasseurs Alpins (Alpine Hunters).
