The dolls are shown in the order they r made! did you notice? sugintou was amde first, then kanaria, suiseiseki,souseiseki, Shinku, Hinaichigio, then Barasuisho..more liike 8th doll actually...maybe not even supposed to be counted as a REAL doll -_-

She isnt counted as a Rozen maiden, but you dont find that out till the end. Like you said the dolls are shown in order, if she was missing from the line up, people would find out she wasnt a Rozen Maiden before the creator wanted to reveal it. So shes just there to fool everyone.
