there is no such thing as not allowed to learn bankai and the only reason rukia isn't a lieutenants is cause byakuya enforce it so she doesn't have to go on dangerous mission that lieutenants have to, its said they she has the power enough to be lieutenant if u watch CAREFULLY!

Obtaining and releasing are different.

In case you don't know (which I'm sure you do, just giving examples)

Obtaining -Ichigo had to train for 3 days using an accelerated technique to force Zangetsu into Bankai.

Releasing - Ikkaku has had Bankai for some time but doesn't want the added responsibility that comes with having it. He hid it and released it only when he absolutely had to.

If you like Sode no Shirayuki read the manga. Or continue watching the later episodes. She has two more dances in her shikai tsukishiro,hakuren, and shirafune. Shirafune is the third and strongest dance.
