I've been belly dancing for many, many years and have never heard of this hip scarf rule of which you speak. If you had the actual experience you claim you'd notice the dancer is wearing a Pharaonics Great Loop, which is an expensive costume. I'd put money on the producers of the show making her wear that cheap Chinese hip scarf over the $600 costume.
