First of all I grew up in oil country. It takes about 10 years to develop an oil field and there is a good chance you will lose your shirt doing it. And there is no guarantee that the oil drilled will go to America but rather to to international market.

-3221: Foreclosure Prevention Act of 2008 Help those lied to by Lenders.
-6251: Responsible Federal Oil and Gas Lease Act that forces them to work to prevent environmental damage.
-1304: Promote Increased Public Transportation Use, to Promote Increased Use of Alternative Fuels in Providing Public Transportation.
