Looks like he used a 190mm base shell and cut the fenders off a 200mm body and then just used adhesive, tape and clamps to mount the panels while it hardened. Not too difficult (if you know what you're doing and take the time to do it right), but make sure you are ready to cut up a good $40-60 shell (depending on brand you use) before you go and attempt this. Give the man big props, very clean and stands out.
Actually I had a friend read the Japanese and he said this guy is selling these custom made overfenders. Looks like they are about $30 for the fronts and $30 for the rears.
