How does the retrailer makes a profit in this? If he claims the $1k ticket, he'd pay 35% taxes so he'll still get $650 back.. So how does this benefit the retailer?

The discounting guy seems okay. That's just the government getting angry that people are screwing with their nationwide gambling racket. If you want to try to F people out of paying them what they won and forcefully withhold the money, and block competing companies from offering a more honest and winnable system, then don't get angry when the people do something about it.

@trueatech Its not entrapment........ she asked him if there was another way to cash it. For it to be entrapment she would of had to straight out be like, "hey, gimme 650 and ill give you the ticket" or put the idea of the crime into his head, which she didn't. It may sound like she did, but the clerk is the one who came up with the idea and presented it. I agree tho, i don't see how discounting is harmful, i think its fine.

This sounds like a very stupid way to run a lottery. Surely when you scratch the ticket it will tell you if you have won or not? Why do you have to rely on the honesty of a stranger when dealing with potentially large sums of money? Looks like an idiot designed these things.

@ekocentric they're not thieves... they didn't steal anything. the person agrees to sell it and the clerk buys it. just like if he had sold to someone waiting in line. the winner of the ticket gets the money he is owed, the buyer makes some money and helps the the winner get that money, and the state is able to tax the hell out of it and profit too. no one is at fault, no one did anything wrong. it may be against the rules, but its not wrong. the rules often times aren't what's right.
