I don't think you understand. The internet was developed by government, corporations and the military. It's a powerful communication medium. If you know anything about communication mediums, you know that "the people" own and regulate NONE of them and never will.
It is NOT "your" internet, you have no right to it. And those who dp really own the internet infrastructure will monitor and check all information passing through it - eventually. They have well established regulation for all of their other mediums of mass communication (TV, Radio, telephone, etc)

The consequences would be way too heavy, whole industries would collapse which means losses in jobs and taxes. They won't let that happen.
