The JDAM was designed as a bunker buster, hard hitting, penetrating and not much else.
We used them all the time to get rid of wired houses. once we ran out of c4 that is.

I doubt that there will ever be a military crackdown when the economy collapses. So that FEMA camp thing is very unlikely because it would be a logistical nightmare.
So they will probably just dissolve the national government, try and assert control over a couple of manageable regions and let the rest just starve...
That's my take on it at least.
