I have a whippet, and she did the same thing! i too, called it putting on the brakes!!
she stopped though, when she finally realized that taking her for the walk entitled her to 'play time' with other dogs in the neighborhood at a local dog social gathering! LOL
my WFT does exactly the same, we have to cary him most of the way home cos he sometimes just lies down in the road and wont budge

My Zoey does the same as Fred when we start our walks. I have to carry her until we are half way done. She proceeds to run home.

Your Fred has similar markings too my Fox Terrier Happy, from when I was a Kid. Wonderful breed huh?
