Well you're right,
"Perfectly" is the wrong term,
I mean no one could capture Moore's intonation
if you've ever seen any interviews with the man or heard his CDs,
But don't you think Dick Van Dyke
is a little harsh?
Just IMHO he does a fairly decent impression of Moore, Sort of like some of the more creative Elvis impersonators.

videos that Alan Moore Vids put out on YouTube
This really isn't what you could honestly call a fairly decent impression of Moore at all.
