@MrBcfcBrooks It's because most of the Orcs/Wild Men were in Helms Deep anyway - and so even if he did, he could do nothing about it. In the books aswell, it's much darker than in the film - so it wouldn't seem so obvious.
I can't confirm it first-hand but from what I'll heard J.R.R. Tolkien was ahead of his time when it came to seeing the horrors of war and industrialization. And you really see that in the books (so I've been told) and the movie versions.
This scene in particular shows Tolkien's concern for man's effect on nature. Treebeard's rage is a mirror for Tolkien's!
