Let me clear stuff up for people, You don't need a devkit to make dreamcast games.. look up the DDEr4 (its a set of tools for developing on Sega's Dreamcast) on Windows - It Uses KalistiOS which is a SDK Like Katana\WinCE, however its built from the ground up (no Hacked Katana\CE code) - so its legal..

Also, Technically Counter-strike was only a mod of the unreleased Half Life, they converted the files for DC and placed them instead of Half Life's files
