I have this theory that he's building some sort of elaborate thing for the narrator's surprise birthday party, and none of the neighbors express concern either since they're in on it and are helping him build it. And then the day before his birthday the narrator will barge in and go "A-HA! NOW I'VE GOT YOU YOU SNEAKY...." and everyone will be sad because he ruined the surprise, and then he realizes he's a good friend of the whole community and feels bad, but they forgive him.
