Its called a terrorism surge drill, its to practice moving large amounts of officers in case of a large attack, they do it all the time in NYC.

Its called having a fuck around. :) Dont no much about it, but they NYPD do parades and stuff so maybe it had somthing to do with that, didnt look like they wer in a rush to get anywhere, either that or the doughnut shop had 50$ off! :)
