I'm curious why there is so much plank board on the trail. Is it a really wet section that prohibited riding on the dirt?

My daughter and I rode these trails just last weekend. It's just one incredible plank board section after another. Although there are trails around the town that are fairly easy, rides like 'stairway' are not for novices.
