its a spawn car cheat, you type in the cheat via the mobile phone and then you can spawn the car wherever you are, when you use the cheat the car appears in the middle of the air if your high up. Then you shoot the car once to bring it down. Its a good way to get down from tall buildings quickly without killing yourself
