"body routers" are actually a position on the church organizaing chart, BUT you are correct, they get volunteers to do that duty also, and those volunteer "body routers" become "normal" in some areas where staff at the church don't have the time to do the body routing, so they get used to relying on their "volunteers." NYC has for decades been a losing church. NYC residents are just too smart to fall for Scientology.
