It's probably reassuring to citizens to know that police will be whizzing by you if you need them. It also seems rather overly hopeful that "terrorists" will be "scared off" by loud sirens and flashing lights, although this tactic might work well on infestations of evil spirits. However, before the drill they take time to gather all these police cars together in spot and line them up along the street. I don't think there would be time to do that in an emergency. The police cars would probably all be coming from different places, so it wouldn't be anything like the surge drill. I agree with what "szailok" said. This is ridiculous!

Civillians, understandably, call it "ridiculous" for they really do NOT understand the reason behind it. Ok, with that said, the reason is this: When you have a "Major Incident", It is so much better to mobilize your forces a distance away, organize your manpower, assign certain jobs to certain units and then respond to the location of the major incident, then everyone know exactly what they have to do - rather than going to a chaotic scene and then trying to organize themeselves there.

The New York City Police Deparment runs a drill every few days in which a large amount of police cars gather together, and then travel through the streets one after another with their lights and sirens on. I have heard that it is supposed to be some kind of anti-terrorism thing, but I'm not sure what this could really do to stop terrorism. I looks cool though!

The intent is NOT to scare people. The intent is to see how long it would take to get a large group of emergency responders to point "A", organize them at point "A" - then go to point "B", the site of a major incident/location. There is no way around it. The NYPD has to practice because you have different officers working together all the time because they "rotate" & many don't have the same or steady tours/hours like the rest of society.

Another thing you have to understand is that even if the department does this drill 2x a week, only about 100 officers are involved. Remember, there are 35,000 cops - So the PD tries to get most of its patrol officers to be involved in this drill. It's one thing to put it down on paper, but it's another thing to actually do it. I hope my explainations help people can understand why the NYPD have to do these things. Maybe now, people can see that it is really NOT as "ridiculous" as it seems.

However, if there is a problem with traffic jams and with getting to the place of scene can you explain to me why they are not using vans? Most of European sqod cars are vans like Ford Transit, VW Transporter etc. in which even 8 officers may find place?

Understand, Precincts here have mostly cars, so in drills like these, pcts send what is generally available from patrol, Cars. In real situaltions, anything available will be immediately be sent from patrol including vans. Mind you, to arrive at point "A" with a van filled with officers, the van has to be "prefilled" at the pct level BEFORE going to point "A" - That takes even longer. To mobilize at point "A" is IMMEDIATE.
