Does 'passing out' mean to graduate, or something similar? In the states it means to unvoluntarily loose consciousness. I have been in a few military parades where people did collapse from heat. Just asking.

They are most definitely not cadets. They are phase one recruits which mean they are regular soldiers

it means they have passed their cadet careers.. hopefully to go on to join the army
