It got released ,because it was/is the japanese version,called crime fighters 2,so i doubt they had a switch on/off option in the west version.

EXACTLY! WTF! but there was a switch on the arcade inside the machine that turned this off which was switched after a few months of complaints.
We use to reach for our pockets to get coins out to stop the gay rape before the count down, but sometimes we weren't fast enough!
