The characters are from the Touhou Project (or "eastern project" or just "Touhou") Series of games, which are top scrolling "bullet hell" Shooter games. The games are really fun.

The maker of the games isn't an amazing artist and so many fans drew better versions too get ideas of what the characters should look like. This animation is an example of that.
