I think he was a bad person but clearly a sociopath. Unable to feel empathy. I don't think he realised the pain he would cause. Actually he wasn't able to comprehend emotional pain. I sociopath has a goal and they will do anything to achieve that goal. In Dahmers case his goals were sexual.
