Yeah, but you're describing a situation where the cops SHOULD be arresting people. I agree, the cops should arrest criminals. I don't think the cops should be allowed to run around doing whatever they want. Unfortunately, cops are people and people have the capacity for evil. Ask anyone in the USA if they think cops should have more power and I know what answer you'll get.

I've read one of the books associated to the movie and apparently he only took one take and Bruce Robinson thought he did it perfectly.
