Videl is probably the worst Dragon Ball character. I mean, yes, Hercule is the weakest, but he knows when he can't win a battle. Reasonable explanaition, but my thing is that the lightning is a key element to the transformation therefore I believe that it is still SS1. Also, apparently Gohan just doesn't think like when you say why didn't he go ss2 against Broly of all people that much is true but he went up against Broly when he was in his normal form. Why does he? Who knows, but I would guess that he got beat up so bad that he probably couldn't assume the ss2 form anyways due to his decreased stamina and whatnot...

Toei made it clear with 2 different but consistent hair designs during 2 separate transformations within the same movie. SSJ2 in this part of the battle, and SSJ1 during the Family Kamehameha scene.

Also 4:10 is also another give-away: Gohan's facial expression.

And also for the lightning-inconsistency problem, take a look at SSJ2 Vegeta vs Kid Buu. Vegeta had no lightning in the anime (as well as SSJ3 Goku) but he is still a SSJ2.

As for TOEI's lack of usage for lightning in their movies, look at Movie 12. SSJ3 Goku has no lightning after transformation.

First off vegeta was only ssj not ssj2 when fought kid buu in bt3 in the final kid buu fight when you play as vegeta he's only ssj not 2 so say good by to that theory. second what the hell does his facial expression have to do with his form all ssj look pissed off the only execption is when goku and gohan are training to make being a ssj feel natural. Read the Manga, Vegeta was shown SSJ2 against Kid Buu. It would create a plothole if Toriyama for some reason have a SSJ1 fight Kid Buu.

And the only thing I was comparing a SSJ3 with a SSJ2 is the LIGHTNING Aura..in which SSJ3 should have during the transformation.
