In the manga, Haruhi realizes he loves Tamaki, and Tamaki loves Haruhi all along. So I'm sure that Bisco's going to make them get together. I mean, she can't crush the hopes of many people around the globe, could she?

I personally think she'll end the manga by making Tamaki and Haruhi kiss at the end, or get together. Something like that.
